There's a [very unlikely] story of the student who fell asleep in one of his classes. As the snoring grew louder, Friedman went over and tapped the guy firmly on the shoulder. "I'm sorry, Professor, I missed the question," said the student, waking up with a start. "But the answer is the Quantity Theory of Money." ------------------------------------------------------------------------- SCHOOLS: In a pretty poor state? ------------------------------------------------------------------------- REPORT: Chris Woodhead, former Chief Inspector of Schools, stirs up yet more controversy with a new report for ASI, "The Standards of Today", which we're publishing on Friday 5 July. He gives the evidence for his firm belief that exams are getting easier, and that responsibility for them should be taken out of the hands of the present quangos. And while we're at it, the National Curriculum should be scrapped. Today's NHS is too based around surgery and hospital care: new medicines can produce better health outcomes at much lower cost for taxpayers and much less stress for patients. But we need to replace today's heavily regulated market with a real market, replacing the NHS monopsony with real patient choice. FINANCE: Why not give people their money back and let them decide what healthcare services to buy? That's the radical proposal from City U Professor and actuary Philip Booth. He shows how such a system would benefit both those who chose to take it and those who stayed in the NHS, how the rebate would be calculated, and how to phase it in.
